But the other day I heard him say that the Constitution does not require the President of the United States, to seek Congressional approval, before sending American soldiers into foreign wars, conflicts, hostilities, or whatever else they would like to call them, and putting young American men and women in harm’s way. He said it is only necessary to seek the approval of Congress, if we intend to use overwhelming force to annihilate our enemy!
